Title: Assessment: The Cornerstone of Transition Planning & Services
Speaker: Kelley Challen, Ed.M., C.A.S.
Abstract: While every state has its own IEP format and procedural nuances, federal law clearly outlines the requirement for transition assessment and services in secondary transition planning. This session will provide an in-depth overview of transition assessment—including its legal basis, core components, and expected outcomes—as well as specific tools and techniques used to assess critical areas such as self-determination, adaptive behavior, vocational interests and readiness, career and college planning, and independent living skills. The presentation will also explain how to use assessment findings to drive IEP development. Attendees will learn how to integrate transition data into postsecondary goals, course of study decisions, annual IEP goals, and transition services that are both individualized and aligned with student needs. The session will conclude with a brief overview of essential transition-related skill domains—such as self-determination, executive function, life skills, and work readiness—that significantly influence postsecondary outcomes and quality of life. Ample time will be reserved for questions and discussion.
Objectives:
1. Describe the federal legal requirements for transition assessment and services under IDEA and explain their relevance to the IEP process.
2. Identify and differentiate among key formal and informal tools used in comprehensive transition assessment, including those targeting self-determination, adaptive behavior, vocational interests, and postsecondary readiness.
3. Apply transition assessment data to develop aligned postsecondary goals, course of study statements, annual IEP goals, and transition services.
